A bill to amend the US constitution to issue each citizen, & others who qualify, a legal, changeable, ename@dmv.state.gov ID card to keep family names and addresses private & off line at local dmv offices and thus enable private vendors & USPS to provide total privacy forwarding services [[thn\ 240* 12 00]] for mail, parcels, phone calls, IP, and wi-fi usage, etc.; and further, this is a bill to pay for itself by appropriating, minting, and depositing to the US Treasury the amount of one cent ($0.01) from the estimated, ten ($10) dollars, per year, per citizen increase in the net present value (npv) of the equity of the aggregate, but unassigned, human capital asset of the United States – resulting from safer, less intimidated, less fearful of strangers, more competitive by virtue of the element of surprise, truly private, human capital participating & competing in domestic and world markets and leading the way for other nations to likewise ensure the competitive advantages of privacy over the next one billion years [[[[[[[Whu whu! Hwhu hu! [Hnk! Hnk!]]]]]]]]

Short title: ename@dmv.state.gov computer readable non-photo, thumb print, & voice print ID with the legal name, voice print, dna print, and photo linked off line at local DMV office and with fire-walled mail, parcel, phone, and IP forwarding services

Purpose of the bill: “To provide for the common defense”, and strengthen all the US constitution preamble rights and duties, by empowering each and every US citizen, or anyone who registers with a department of motor vehicles of a US State, to obtain a legal ename@dmv.state.gov with fire-walled, forwarding services in order to have the choice to communicate and participate in politics, society, and commerce, at home and abroad, without being made vulnerable to having themselves, or their friends, family, or [[thn\ ?>*:\ …//2014 11 18 180* 12 59 Tuesday]] neighbors tracked, stalked, gentrified, or pressured due to being legally required [[thn\ 12 07]] to relinquish to strangers the privacy of their family name or location.

 

The bill:

Whereas, “You are assumed innocent until proven otherwise by a jury of your peers,” and

Whereas, “We are a private society,” be it hereby,

Resolved the following amendment to the US constitution is placed before the US Congress to be adopted as per the constitutionally required super-majority vote of the US Congress, or by US State constitutional conventions within thirty (30) years [[[thn] 195* 12 35]]] of the date of the passage of this bill.

 

The ename@dmv.state.gov amendment to the US constitution

The US constitution is hereby amended to issue a legal, ename@dmv.state.gov, “’total privacy’ forwarding firewall”, to each and every US citizen, or anyone who qualifies to register with a DMV office of a US state, thereby increasing the “competitive advantage” and thus the return on investment in the human capital on private and public balance sheets under US jurisdiction.

The US constitution is further amended to recognize, but not yet assign, a resulting increase in the net present value (npv) of the equity of the human capital on the aggregate balance sheets under US jurisdiction equal to three million, five hundred trillion dollars ($3,500,000,000,000,000,000 = $3.5 x 10^18) which is equal to ten ($10) dollars per year per citizen in current dollars over the next one billion years (eighty (80) million generations, maybe more), while keeping the US population at the sustainable level of three hundred and fifty million (350,000,000) people per year, independence willing.

Further, this amendment appropriates and deposits into the US Treasury one, one-hundredth of one percent (0.01%) of the recognized, but not yet assigned, funds, said percentage equal to three hundred and fifty trillion dollars ($350,000,000,000,000 = $3.5 x 10^14) which is equal to one, one hundreth of one penny ($0.0001) per year, per citizen in current dollars over the next one hundred thousand, trillion (100,000,000,000,000,000) citizen work years remaining during the next one billion years – while keeping the US population at the sustainable level of three hundred and fifty million (350,000,000) people per year, independence willing.

This amendment is to enable the asset of US human capital to work and live with the competitive advantage of “the blessings of liberty” enhanced by a truly private society [[thn\]] and to make “more perfect” all six (6) US constitution preamble rights & duties by empowering each and every US citizen, or anyone who registers with a department of motor vehicles of a US State, to obtain a legal ename@dmv.state.gov with fire-walled, forwarding services in order to have the choice to communicate and participate in politics, society, and commerce, at home and abroad, without being made vulnerable to having themselves, or their friends, family, or [[thn\ ?>*:\ …//2014 11 18 180* 12 59 Tuesday]] neighbors tracked, stalked, gentrified, or pressured due to being legally required [[thn\ 12 07]] to relinquish to strangers the privacy of their family name or location.

The NPV funds deposited to the US Treasury shall be equally divided among US citizens and others qualifying to register with state DMV offices, [[[thn\ [door]]]] and one hundred thousand dollars ($100,000) shall be deposited into each of three hundred and fifty million (350,000,000) irrevocable, unencumberable, non-transferable, covenanted US Treasury net present value (NPV) citizen trust accounts kept at banks chosen by each citizen from a list of banks approved by the US Treasury and conservatively invested at three percent (3%) or less in sustainable, renewable energy so as to prevent inflation in the carbon fuel economies.

Quarterly time-release rebate allowances equal to one quarter of one percent (0.25%) of the average, quarterly, account balance plus a rebate [[thn\]] based on the marginal cost and total spent on total privacy forwarding services shall be paid to each citizen account holder to keep the citizen interested in participating privately, holding costs down, and auditing the way the funds in the trust account are invested by the trust committee.

=============NOTE:

Likely need to increase the reward by ten (10) fold to generate enough enthusiasm to participate privately, analyze trust committee investments and hold down DMV costs. [[thn\\]] That means increasing the amount appropriated from one, one-hundredth of one percent of the NPV to one tenth of one percent. Thus $1,000,000 would be deposited into each trust account.

The deposited NPV funds shall be used to pay the state DMV with an eighteen percent (18%) return on investment (ROI) for constitutionally required, AOL & Yahoo – style changeable e-names, forwarding services and ename@dmv.state.gov, “‘total privacy’ fire wall” computer readable non-photo, thumb print, & voice print identification cards which display only the ename@dmv.state.gov of the citizen – but with decentralized, redundant, encrypted storage of linked, legal names, photos, & dna prints “off line” at the state DMV office of issue.

Citizens shall also be issued the current standard photo ID driver licenses and walker permits, under the current system and may voluntarily use them, but shall not be required to carry them, and may show their ename@dmv.state.gov ID instead for all legal purposes unless a judge orders them to show a legal name photo ID which may then be obtained from or verified by the DMV.

Further, the deposited NPV funds shall pay USPS branch offices with an eighteen percent (18%) return on investment (ROI) to keep decentralized, encrypted, redundant records of the upgraded, close-able, USPS virtual Post Office (P.O.) Box rented to each ename@dmv.state.gov computer readable non-photo, thumb print, & voice print ID card holder so “the common defense” and other preamble rights may benefit from USPS & Partners automatic mail, phone, & IP forwarding from the virtual P.O. Box address – to the street delivery address – under the changeable ename@dmv.state.gov.

Also, so that “domestic tranquility” and “the general welfare” may benefit by “establishing justice” regarding citizen control of personal privacy, each citizen shall be free to choose whether or not to participate in Ebay, or equivalent, auctions of temporary licenses to use DMV verified demographic information, on a field by field basis offered by voluntary, private citizen sellers and bid on by information industry bidders and resellers in an estimated one trillion, four hundred billion dollar ($1,400,000,000,000) annual market as measured in 2015 dollars.

Likewise, private sector competition shall be permitted – such as UPS store mail box upgrades, ename@dmv.state.gov Pay Pal accounts, and Starbucks stores phone & IP forwarding firewalls & wi-fi virtual mask rentals, etc.

To “provide for the common defense” this amendment shall require each US citizen and resident to at all times have one, or more, private or public “total privacy’ firewall” s. Ename@dmv.state.gov may be used to register to vote. This amendment shall not stop the use of legal, or other names, or non-firewalled participation in any form of communication, unless the ename@dmv.state.gov, voluntarily agrees otherwise, such as in written or oral contracts.
